ok so first it would depend on whether King informed Hellion of that plan BEFORE he went and wiped his memory.
if King did NOT tell him (which i'm sort of assuming would be the case??) Hellion would be reeling from something that felt a lot like betrayal. he wouldn't be able to reconcile why King would do that, after all of the shit that has happened (between them and just in general). he would also be INCREDIBLY angry. really, really pissed off at King because that's NOT HOW YOU HANDLE YOUR PROBLEMS, bro, but, honestly, most of anger will probably be directed at himself because he wasn't able to even try to stop it. HE DIDNT EVEN KNOW THERE WAS A PROBLEM IN THE FIRST PLACE??? and that's pretty fucking horrible. and then there will definitely be the thought that some of King's problems stemmed from how Hellion has treated him but he was too much of a douche to really feel concerned about it until something drastic happened and wow, he's a really shitty person and brother and friend, how had he been able to ignore that for so long??
it'd be like the pain equivalent of King leaving him and being taken out of Deco with the bonus heartbreak of King still being around. it would fuck Hellion up really bad and probably he wouldn't be able to deal with King at all for a while because he would be too fucking sad about it. you killed off his favorite person and the source of most of the best memories he has from his amnesiac life. and when he finally was able to bring himself to interact with King, he would try to be standoffish and distant because WHO'S TO SAY THAT YOU WONT JUST GO AND DO IT AGAIN once he reestablished some sort of relationship again. bitter as fuck.
now if King told him, it would be a little better. obviously he would try to show him how fucking dumb it would be to go through with it if given the opportunity but like, even if King didn't give him that chance and just left him a glowing orange note like "yo doing this thing because of reasons, heads up", that would be slightly less damaging than just doing it without saying anything and suddenly having to confront his brother and best friend at Deco that no longer knows him or remembers their time together, etc. the betrayed feeling wouldn't be so bad but he'd still be upset, because it is like, wow you fucker you just threw away our entire established relationship right in front of my face, thanks for the consideration, bro.
but he'd also try to make sure that this time things went right for King because he DOESN'T WANT THIS SHIT HAPPENING AGAIN DO YOU HEAR ME BRO? NEVER AGAIN. he'd do whatever he could to keep things going right annnnnd if the way he had been with King was partly responsible for this happening, then he'd stop.
